Dear Sir or Madam,
Due to hacker's attack, hikyaku's mail servce is temporary suspended. Network engineers are now working to enforce the security measures so our service will be soon available.

I got an error message "Mailbox access denied. Please read it first" and I can not send nor receive a mail. Please let me know what I should do to solve this problem.

Yes,
in order to avoid spam attack, the mail server asks to read your mail box before sending your mail even if you don't expect any mails to receive.
